Why Your Business Calls May Stop Going Through: FCC Removes a Provider from the RMD

When outbound business calls stop going through, one possible reason is that a provider carrying them was removed from the FCC's Robocall Mitigation Database. On October 5, 2026, the FCC Enforcement Bureau removed the certification of Digital Solutions Inc. This short video explains what removal means for calls, when the blocking starts, and what to ask your vendor. It is information, not legal advice.

What the database is

The FCC created the Robocall Mitigation Database, or RMD, in 2021 to promote transparency and effective robocall mitigation. Voice service providers, gateway providers and non-gateway intermediate providers must file a certification in it (FCC order DA 26-1073).

Under 47 CFR 64.6305, a voice service provider certifies that all calls it originates on its network are subject to a robocall mitigation program. Intermediate and voice service providers may accept calls directly from a domestic voice service provider only if its filing appears in the RMD and has not been de-listed through an enforcement action.

What removal does to calls

When a provider's certification is removed from the RMD, all intermediate and voice service providers must stop accepting calls directly from that provider, except calls to 911 and other emergency numbers.

For Digital Solutions, the order set two steps. Within two business days of the order's release on October 5, 2026, all intermediate and voice service providers had to stop accepting its traffic directly. Starting 30 calendar days after release, the voice service providers immediately downstream of it must block and stop accepting all of its traffic.

How the case unfolded

Before the final order, the FCC Enforcement Bureau sent Digital Solutions a Notification of Suspected Illegal Traffic on April 2, 2026, and an Initial Determination Order and Order to Show Cause on June 29, 2026. In the same order, the FCC calls protecting consumers from unwanted and illegal robocalls its top consumer protection priority.

Why this company

The FCC Enforcement Bureau identified 51 calls to wireless numbers between May 6, 2025 and July 8, 2025 that delivered prerecorded messages without the called parties' consent. Digital Solutions may not re-file an RMD certification without prior approval of the Enforcement Bureau and the Wireline Competition Bureau.

Three questions for your vendor

If your outbound calls fail, ask the company that supplies your phone line, dialer or calling platform: which voice provider carries our calls? Does that provider's certification appear in the RMD, and has it not been de-listed? Does any of our traffic pass directly from Digital Solutions?

Keep the answer in writing, together with the provider name and examples of the calls that failed. It gives your vendor something precise to check.

One FCC order does not explain every failed call, and it does not say which provider carries your account. This page is information, not legal advice.
