Checked on October 20, 2026

Yes, some FTC refund checks and PayPal notices arriving now are real. In two weeks in October 2026, the Federal Trade Commission announced payments connected with Walmart, Cleo AI and GOAT. Before acting, match the check, email or call to an official FTC case. In each of the Walmart, Cleo AI and GOAT releases, the FTC says it never requires people to pay money or provide account information to get a payment.

A real case name does not make every message genuine. The safe approach is to verify the recipient group, delivery method, deadline and refund administrator on the FTC website before responding. This article provides information, not legal or financial advice.

I got a check from the FTC. Is it real?

It may be. The FTC has announced the following three payment programs, but only the eligible consumers described for those cases are included. Use the official release linked in each row to compare what you received with what the FTC actually announced.

MatterWho the FTC says is receiving a paymentTotal announcedDelivery and deadlineRefund administrator
WalmartThe FTC's October 15, 2026 release says it is sending checks to 65,022 affected consumers. The FTC's Walmart refunds page says the recipients completed eligible money transfers at Walmart between January 2015 and December 2024.According to the October 15 FTC release, more than $9.8 million.Checks. The October 15 FTC release says recipients should cash them within 90 days, as stated on the check. The October 15 FTC release names Rust Consulting Inc., 1-833-472-1990.
Cleo AIThe FTC's October 8, 2026 release says payments are planned for 2,124,796 Cleo AI customers who paid for eligible instant cash advances. The October 8 FTC release says more than $15.8 million is going to consumers affected by what the FTC describes as deceptive claims about the amount and timing of cash advances and hard-to-cancel subscriptions. The FTC says eligible customers will receive an email by October 26, 2026, PayPal payments begin on October 27, 2026, and recipients should redeem them within 30 days. The October 8 FTC release names Rust Consulting Inc., 877-788-4958.
GOATThe FTC's October 6, 2026 release says it is sending payments to 6,205 GOAT customers who have not yet been paid. The October 6 FTC release says more than $100,000 is going to consumers the FTC says were deceived by online marketplace GOAT.Checks or PayPal. The October 6 FTC release says checks should be cashed within 90 days and PayPal payments redeemed within 30 days. The October 6 FTC release names JND Legal Administration, 1-888-970-2410.

The recipient descriptions are limits, not a general offer of FTC money. A message that mentions Walmart, Cleo AI or GOAT still needs to match the corresponding FTC release and your connection to that case. If the details do not line up, pause and verify through the official case page.

I got an email about a Cleo AI refund. What do I do?

First, compare its timing and subject with the official FTC Cleo AI release dated October 8, 2026. The FTC says eligible Cleo AI customers will get an email by October 26, 2026, and that it will begin sending PayPal payments on October 27, 2026. The announced recipients are 2,124,796 customers who paid for eligible instant cash advances, and the announced total is more than $15.8 million.

Treat the email as something to verify, not as proof by itself. Our practical advice is to open the FTC release independently and use the administrator number published there, Rust Consulting Inc. at 877-788-4958, rather than a number supplied in an unexpected message. The FTC says a PayPal payment should be redeemed within 30 days. It also says it will not require a fee or account information to deliver the payment.

Why is the FTC sending money to Walmart money transfer customers?

In its October 15, 2026 release, the FTC said it was sending more than $9.8 million to consumers harmed by Walmart's alleged failure to stop scammers who used its wire transfer services to take hundreds of millions of dollars from U.S. consumers. These are the FTC's allegations, which Walmart settled in June 2025.

According to the same release, the complaint said Walmart failed to put effective anti-fraud policies and procedures in place, did not properly train employees and failed to warn customers about possible fraud related to money transfers. The FTC's Walmart refunds page limits the current checks to people who completed eligible money transfers at Walmart between January 2015 and December 2024.

The FTC says 65,022 affected consumers are receiving checks and should cash them within 90 days, as indicated on the check. Questions about a Walmart payment go to Rust Consulting Inc. at 1-833-472-1990, according to the October 15 release.

Does the FTC ever ask for a fee or my bank details to send a refund?

No. All three October releases state the same rule. The Walmart and GOAT releases put it this way (the Cleo AI release says "to receive a payment"):

The Commission never requires people to pay money or provide account information to get a payment.

The FTC's Walmart refunds page also warns that scammers are impersonating the agency. It says the FTC will never threaten you, say you must transfer money to get a refund or promise you a prize. The October 15 FTC release repeats that the agency will never demand money, make threats, tell you to transfer money or promise a prize.

Use this verification sequence

This is PATech Labs' practical sequence for checking a payment, based on the case details the FTC published:

  • Match the case. Confirm that your transaction or account fits the recipient description on the official FTC case page.
  • Match the delivery method. Walmart uses checks, Cleo AI uses an email followed by PayPal, and GOAT uses checks or PayPal, according to the three FTC releases.
  • Match the deadline. The FTC releases specify 90 days for the announced checks and 30 days for the announced PayPal payments.
  • Get the phone number from the FTC page. Do not rely on a number provided by an unexpected caller, text or email.
  • Pay nothing and do not provide account information. A request for either conflicts with the warning in all three FTC releases.

If any element conflicts with the official case page, stop the interaction and use the official administrator number to check. A familiar company name, an urgent tone or a claimed refund is not a substitute for that comparison.

Who can I call to confirm an FTC payment?

Use the administrator assigned to the case. The Walmart release lists Rust Consulting Inc. at 1-833-472-1990. The Cleo AI release lists Rust Consulting Inc. at 877-788-4958. The GOAT release lists JND Legal Administration at 1-888-970-2410.

Our advice is to reach those numbers through the FTC pages linked above, not through contact details in an unexpected email or call. Tell employees and family members the same rule so that a request for money or account information is checked before anyone responds.

A business can adopt a simple rule for calls claiming to be from a government agency: end any call requesting money or account information, then call back using the number on the agency's official website. SkyAria Voice Assistant answers incoming business calls around the clock, understands the request, books appointments and sends the team written context while working with the business's existing number, so customer calls can still be handled while staff verify a government contact independently. It does not verify refunds.

FAQ about FTC refund checks

What should I do if a refund message looks fake?

Do not pay, transfer money or provide account information. The FTC says fraud, scams and bad business practices can be reported at ReportFraud.ftc.gov, as stated in its October 15, 2026 Walmart release.

How quickly do I need to use a real payment?

The FTC's October releases say Walmart checks should be cashed within 90 days. GOAT checks also have a 90 day period, while GOAT PayPal payments should be redeemed within 30 days. The Cleo AI release says its PayPal payments should be redeemed within 30 days.

Does every Walmart money transfer customer get a check?

No. The FTC's October 15 release identifies 65,022 affected consumers, and its Walmart refunds page says the checks go to people who completed eligible money transfers at Walmart between January 2015 and December 2024. If you are unsure whether your payment fits that description, call Rust Consulting Inc. at 1-833-472-1990, the number in the FTC release.

Can a real FTC payment and an impersonation attempt appear at the same time?

Yes. The FTC has announced the three payment programs described here, while its Walmart refunds page separately warns that scammers are impersonating the FTC. Verify the specific case and administrator, and reject any demand for money, account information, a transfer or any promise of a prize.

How much did FTC actions return to consumers in 2025?

The FTC's October 15, 2026 Walmart release says its actions led to more than $435 million in payments to consumers across the country in 2025. That broader total does not change who is eligible for the Walmart, Cleo AI or GOAT payments. For any check, PayPal notice or call, the safest final test is the same: match it to the official FTC case, use the administrator number on the FTC page and never pay or provide account information to receive money.
